Spotlight on the 39¢ Lady Liberty and Flag issues

A number of 39¢ Lady Liberty and Flag stamps appeared in late 2005 in anticipation of the January 2006 rate change.  More have been issued in 2006.  Some are difficult to distinguish.  Knowing the plate number helps.  Here they all are in one place.  Examples are shown when available.

The following printers were used on the various 39¢ Lady Liberty and Flag issues:

  • P - Ashton-Potter USA (APU)
  • S - Sennett Security Printers (SSP)
  • V - Avery-Dennison (AV)

Non-denominated (39¢) issues

Since the late 1970's, non-denominated stamps have been prepared in advance of rate changes.  Letters were used to designate non-denominated stamps from 15¢ (A) through 33¢ (H).  The 34¢ rate change stamps were not designated with a letter, possibly to avoid referring to them as "I-rate" stamps.  If a letter had been used for the 37¢ stamps, it would have been J, and K would have applied to the 39¢ rate.
