1981-1984 20-Cent Commemorative issues

Including rate change stamps and other regular issues from the same 20¢ period.

Scott 1946, (20¢) "C" Eagle, plate number 39567 UR

The "C" rate change stamps were printed at a time when the 5-digit plate numbers were still standard.  They were then stored in vaults (the famous Kansas City underground caves) until needed for the new rate change.  By 1981, the conversion to representative plate numbers was complete.
