Clues:
- McIntyre, Georgia had a population under 400 at the time this stamp was issued, and no major businesses or legitimate need for precancels
- The quality appears to be more typical of a rubber handstamp applied manually, and rather carelessly, to a single stamp, rather than of an overprint-type mat with high quality ink applied in a grid to a block of stamps by a professional printer
- No example is known on cover. The precancellations appear to have been applied long after any possible contemporary usage
- The stamp was offered along with a number of other identical suspicious local precancels on stamps spanning a quarter century

Scott 1787, 15¢ Seeing Eye Dogs, illustrating some of the additional marginal markings that can appear with bottom plate number 38987: vertical and diagonal bar; empty colored box; diagonal bar. Some plate numbers have up to 8 different possible marginal markings in addition to the plate number, including filled color boxes, a multi-colored plus sign, tiny color squares, holes, dashes, arrows, "crow's feet" and more. For interested specialists, the Hebert's Catalogue of Plate Number Singles lists these different collectible types.
